The documentary falls into two sections. The first part covers the role played by General Motors in dismantling of streetcars in the years between 1930 and 1940. The documentary borders on the argument highlighted by Congressman Bradford Snell in 1974, that General Motors hatched a scheme in collaboration with the National City Lines bus company to dismantle streetcar systems and replace and bring buses as a replacement.
