The issue of homeless in Montreal has been in existence for the last few decades. In areas such as Quebec, the effect of homeless has escalated reporting the highest number of individuals regarded as homeless. Following the earlier census report carried out in 2013, over 3000 individuals have been recorded to live within the city streets; the number tends to rise over the years and recorded in the 2018 census report indicating 3149 individuals (Fleury, 42). The growing number of individuals registered as homeless can potentially increase with the influx of expensive lifestyles in the region.

From the operational perspective, the implication of Homelessness has resulted in low city development as the country aims to achieve a dependent-free state. Failing to consider redesigning the measures earlier established for fighting Homelessness can potentially to a significant increase in dependency. Therefore, plans need to be set to overcome the alarming cases of Homelessness through the creation of appropriate and affordable housing and overcome societal or systemic barriers. Understanding the critical causes of Homelessness such as unemployment cases and increasing social issues should serve as the foundation for establishing a lasting plan for overcoming Homelessness in Montreal.

Providing transitional housing would be the best way to handle Homelessness in the city. It is a program that is already implemented; however, the city council has not invested in nor supported it. It is because it is run by organizations such as the AMCAL Family Services in the 7 Sainte -Anne Street in the city (Rose, 281). Its purpose would be to provide the homeless with shelter and any support, letting them live independently before they can find a permanent housing solution.

The program is a concept that would be best in times of immediate need. Since most renters have been deemed homeless, it officially becomes an emergency crisis and all aspects to offer them a place to stay come first. It would be both service-intensive and should be applied long enough for the homeless to try finding out permanent housing. With the city council supporting the program, it would help the homeless to overcome mental breakdowns such as trauma which arises in most homeless victims. It would also act as a peaceful section where the victims could be allowed to rebuild themselves and their support network.

The youth are most affected by being homeless, and the transitional housing program which has always been a section of the housing continuum for these types of people would be the best approach to be employed (Rose, Damaris, 300). There are several challenges that the city council should be worried about. The affordability for the homeless to move on would be tricky. The program would not grant how swiftly the people taken under the program would be ready to establish their permanent housing.

However, they could be ready and capable of affordable housing would be granted by the city council. Furthermore, they would require a place to move to after the program. The board should also be concerned about how to limit the time for transitional housing for the homeless. The council should be able to support the program, especially if sub-populations such as the youth are affected.
