China has had an increased per capita income over the last three decades by a great margin. This has been going on despite the challenges they have been facing from the start to the reforms they have made over the years. There has however been a prominent disparity among the eastern, central, and western zones according to the latest survey. Internal development has been identified as the main reason why such disparities are witnessed (Schuetze, 1996). This means that the eastern, central, and western zones have different capacities for the growth of income per capita. The development disparities in the eastern coastal area have recorded obvious disparities (Rich, 2010). These disparities have however been mitigated in some areas. Despite the mitigation, they have beaten the odds to thrive in some other areas (Siming, 2003). For instance, there are some areas that have high rates of land urbanization without corresponding non-agricultural industries agglomeration which has given land urbanization a head start compared to population concentration and urbanization.

Significance of the study
There is a critical examination from perspectives, more so, on the effect of globalization on education policy and curriculum design, which was done in Hong Kong. There is a clear literature gap in the analysis of the impact of innovation in higher education management systems on regional development in China. This stud will, therefore, fill this literature gap.
Literature Review
Regional Economic Development
This has continued to widen the urban-rural disparity and the income disparity resulting in the regional economic development and prominent urban-rural imbalance as far as the economic development is concerned. There have however been developments that cropped up relating to the solution of these challenges (Platzek & Pretorius, 2020). These include some two methods that can be used to make sure that these disparities do not occur again or even if they do then they do not have as much impact. Welfare improvements and economic development are the said methods. China should, therefore, make sure that their central government takes more social welfare responsibilities while the local governments emphasize the promotion of economic development.
The development witnessed in Zhejiang and Jiangsu is proof that we need to develop the local private economy to be in control of the regional economic development. A forward push to urbanization to gather with perfection in the regional market system will see an acceleration in the urban-real integration (Pearson, 1999). This means that there would be gradual control over the regional disparity as well as the income disparity. From a management perspective, it is important to formulate economic policies and monitor accountability (Pirinen, 2013). For the instance of accountability and quality, Assurance that was from the 1990s, which has come to the main concern in most of the higher education in both, developed and developing countries .what has led to the contribution of the international recognition of diplomas and degrees are accreditation. As the research is being carried on the outcoming issues for an international context.
Local Economic Imbalance Problems
Developing countries have shown immense growth in the economy which means that there would be a wider regional disparity. China has not been exempted. The reform made in 1978 has greatly promoted marketization, industrialization and urbanization resulting in the rapid development of the economy both in the rural and urban areas of China (Molodchik & Popov, 2010). Rapid economic growth over the years has made China have continued rise in income. The last thirty years is evidence enough since China has managed to have a ten-fold increase in its per capita income (Luo et al., 2015). This means that their regional economic development disparity and the per capita income disparity have had immense growth (Wise & Carrazco Montalvo, 2018). Recent studies have shown that the income disparity between regions is more prominent compared to within the regions. This is because of urbanization, which has created a large number of landless peasants who still have a long way to urban citizenship (Kettunen, 2006). These people are scattered in the urban villages thus intensifying urban poverty.
There is a noticeable difference across the urban-rural gap even the Yangtze River Delta Region which has been known for its relatively low urban-rural disparity and regional disparity. The Xiaoshan-Hangzhou area has however recorded narrow regional disparity since it started keeping a close eye on the revenue balance (Dubik, 2015). The rapid economic development has seen to it that the regional disparity and the urban-rural disparity have been put under control (Hong, 2012). There are, however, two other alternative methods that would see to the elimination of these challenges but the best way are to provide a balance between economic development and welfare improvement.
Staff Development Policies
The main aim of the education provider is to be recognized as the leading innovator, training nationally and internationally. This has been put in place as a commitment to achieve the title of excellence in most of their teaching and learning process. This is used as a measure of the standard by the international body (Doroshenko, 2010). To ensure that, the quality of learning is being measured by the relevancy in education development opportunities this is used as the opportunity in most of the management and departments in education sectors (Deng & Wang, 2018). For an individual to accelerate, the person needs to have an advance knowledge, which must be to up to date and international. Curriculum Reform in China
The experts and the course leaders have observed the current changes which are in education demography which should be looked into kindly and the definition of the terms like fitness and appropriateness more so particular objectives and to enhance its flexibility in the admission (Vaisman & Boos, 2012). The study will involve analysing the impact of globalization, the education system, a vocational skill which has helped to enhance the skill of the learners as the foundation in tertiary and higher education (Dubik, 2015).
Methodology
Research Design
The selected research method is the mixed research design that will involve the collection, analysis and integration of both quantitative data and qualitative data.
Sampling and Data Collection
This study will involve the collection, analysis and interpretation of both primary data and secondary data. The primary data will be collected from the ministry of Education executives, university lecturers and economic development policymakers through interviews. Therefore, a sample of randomly selected 30 lecturers will be selected for the interview. On the other hand, the secondary data will be collected from economic reports. A date for this study will be collected by different people and will be done through individual interviews, which involve student participation alongside with the teaching staffs, and the main curriculum planning team also was included.
Data Analysis
Because this is mixed-method research, the researcher will analyze quantitative data using statistical software for social sciences. On the other hand, the qualitative data will be analyzed using thematic content analysis. Once the data is analyzed, the researcher will interpret the results and compile the research report.
Conclusion
Analysis of the data according to the reference to the modern literature more so, on globalization reform of education and the strategy of the course layout. Most of the discussions in this study and the interpretation will be carried out with an account of the researcher’s experience in the field as the head of the course, the lecturers and even an administrator which helps in forming the stakeholder for examining on how globalization help in influencing education policies and planning
