Jackson ward historic district is a historically African American district in Richmond with relations among African and American businesses, located less than a mile from the Virginia state capitol ("Jackson ward," 2006). Multiple architectures built the first building of Jackson ward in the 1830s, which built a series of small cottages built in the federal style, which were later transformed to Italianate styles at the beginning of the 1850s. After the American Civil War, blacks joined others. They participated In the African American business community, which took place in Jackson ward historic district, which acted as both an entertainment and commerce center. The national park service awarded the department of historical resources more than 1.162 million us dollars to put into the note and preserve stories related to the African American struggle for equal rights in the current century. They also received 400,000 dollars to support their street Bethel AME church in Richmond with the next phase to rehabilitate the region under Richmond-based architect Carl Ruehrmund. The percentage value change from 2013 to 2018 is at 42.50%, while the price value is at 1,105,000, which has been appreciating from 2013 to 2018, which falls at 20.1% and more. Jackson ward historic district's architecture and the urban design typology is a historic urban neighborhood and that of open space. The category of the build is vacant and compliant to conduct commercial activities built up. There is land left vacant to conduct other businesses, contains a vacant and compliant residential area, contains vacant and in violation area with residential and finally with vacant and compliant with schools.
Jackson's ward is like a home to many black people living in the United States, full of diverse thought and bigger voices. All sorts of workers lived in the area and needed each other for living .this brought about unity, where they took care of each other. As time goes by, new investors have invested unaffordable houses that displaced neighbors who possess rich and community history. New restaurants emerged, which could not be of class within the hoods (Whitehurst-Gibson & Mitchell, 2019). The old Jackson ward is missed as you can pass a neighbor with a flat tire without helping or lending tools. A group of young entrepreneurship branding themselves as Jackson ward collective has unveiled an incubator program aimed to support black entrepreneurs ("Incubator launched to give Richmond’s Black entrepreneurs a boost," 2020). They are aiming to lend black entrepreneurs with capital to get started or access bank loans. They are trying to bring back to their old days in Jackson ward by uniting the black entrepreneurs; the coronavirus pandemic hinders them from providing their services as they had planned. The organization's name refers to Jackson's ward historic status as a center of black commerce and economic activity in town.
Jackson ward historic district can be renovated to be a mall, many black entrepreneurs living in Richmond got different opinions and new findings to conduct business. By doing this, people living in the area will interact and help each other as they used to do in the ancient days. Due to enough vacant land, there would be enough space for showrooms to attract more customers. A mall will bring all sorts of people with different diversities and ideologies together, which would result in love and care among the black people living in Richmond.
My proposed building parcel meets some of the existing zoning requirements of the location whereby it meets three of the requirements which include R6 single-family attached residential districts which are mostly found in urban residential areas such as the fan, the museum district, and church hill north. single-family residential which have single-family houses with other compatible uses such as schools, libraries and museums.B-1 neighborhood business district which allows a mix of commercial uses which are found in limited areas throughout the city and finally R 73 multifamily residential which allows for multifamily as well as some commercial and civic uses.
According to my proposal, there is a lot of demand in the Jackson ward, knowing that there is fair population distribution in the area; therefore, there will be enough targeted customers by the traders. A mall will venture into different businesses under one roof, which will bring about various products together under one roof, making consumers find it easier to do shopping there rather than in different centers to avoid unnecessary movement and fatigue. There are a few malls in Richmond town; therefore, bringing the idea would be taken positively.
My intended users are the black entrepreneurs in Richmond city who would generate rent by leasing the mall. The same people living around the place will bring about more publicity to the entire United States on matters concerning the mall hence bringing investors. People living around would not have many expenses while shopping, for instance, the transport cost. Many of the people living around these areas have capital but lack structures to conduct their businesses. By setting a mall, I will give them a great chance to try their investments. My adaptive reuse change will bring about a major change in the neighborhood in which the building will help the people living around the area by giving them tenders on the renovation of the entire building. Many jobless people will get an opportunity to get some income by working there. Investors will first consider offering jobs to the people living in that area as a technique to attract their relatives to be their customers. Many vacant houses will be bought and renovated by foreigners who will find it nice to live near a mall. By putting up a mall, there will be an improvement in the infrastructure. Due to the increased population in the region, the government will find it worth putting the place's standards high to attract more tourists and visitors.
I would term my proposed adaptive reuse as a success by getting many users in my mall. Getting many tenants in my business investment will bring more income than renovating it and lack enough users. Many customers will ensure that my tenants don't lack money to pay rent, thus making my investments grow. I would see my proposed adaptive reuse as a success by seeing it’s of help to the community around the region by giving them employment and reducing their cost of acquiring their needs. Many youths are jobless in the region and giving them opportunities to get something on the table will improve their living standards and reduce the crimes conducted in the region, which have become rampant of late.
