In response to the complex emergencies, they have been distinct roles of the military and the humanitarian organization in the early years, which is not the case today. Today the military has been involved in many emergencies apart from war, and it is because of the complexity of the crises that have put the humanitarians’ worker at risk forcing them to use the military support and protections in their activities, enhance increasing the coordination between the military body and the humanitarian organizations across different countries.
With the new interventions, there has been limited distinction between the military and the humanitarian boundaries in the provision of inessential services during emergencies, and the applications of the humanitarian principles and policies have been changed in most cases. Even though the military saw to be taking every role during complex emergencies, there should still be a distinctive role between the two bodies. The military is a different body in its culture and characterization, and there is a vast difference between the two organizations in terms of their objectives, mandate, working methods, and the vocabulary used. Even as they work together in response to a complex emergency, then the military should understand the humanitarian structures and how they operate.
While responding to complex emergencies, there should be some levels of coordination between the humanitarian and the military. The coordination helps them to achieve the common goal, even as they coordinate. Still, there should be a clear separation of roles, and each party should maintain its boundary to avoid any confusion that may arise.
Then separately explain what you see as the three most significant benefits and challenges of working with unified action partners.
Benefits
Working with the unified action partner ensures that no human rights are violated further because both parties involved will be in the watch. The military body can offer a secure environment for the humanitarian as they provide the services. Lastly, at times the military may also give some practical assistance apart from only security services such as providing the equipment, personnel, and logistics.
Challenges
The relationship between military and humanitarian organizations and the behaviors of individuals may have an impact on other humanitarian agencies working in the area and might affect the perception of humanitarian in general. For instance, the use of one humane and an armed escort may influence the perception of the other humanitarian organization. At times there might be confusion about roles, and lastly, there might be an over-reliance on another body and failing to achieve individual goals.
