The Institutional Review Board (IRB), Institutional Biosafety Committee (IBC), and Institutional Animal Care and Use Committee (IACUC) have different similarities and differences based on the review and oversight of research projects. One similarity is that they comply with the existing regulations. IRB, IBC, and IACUC address any possible risks that may arise in their subjects. Another similarity is that they maintain the privacy and confidentiality of the data. Their similarity based on the oversight research project is that they analyze any possible risks that may arise with their research process. One of the differences between the three institutions is that IRB focuses more on selecting adequate subjects; IBC focuses more on ensuring there are enough facilities, and IACUC focuses more on the pain and distress from adverse phenotypes. Another difference is that IRB promotes the safety of the subjects through monitoring data, IBC maintains containment, and IACUC addresses pain and distress from adverse phenotypes. Another difference is that IRB focuses more on the informed consent process, IBC focuses on the containment levels based on the NIH Guidelines, and IACUC focuses on behavioral and physiological abnormalities. IRB focuses on the injuries or any other unanticipated problems of human beings, IBC focuses on potential environmental risks, and IACUC focuses on animal risks.
Recent Biosafety Failure Situation
A recent example of a biosafety failure is the shutting down of the Fort Detrick lab due to the safety inspection failure. Centers for Disease Control and Prevention shut down Fort Detrick's lab after it identified that the facility had failed in meeting the biosafety standards (Mongilio, 2019). CDC identified such failures through an inspection conducted in June 2019. Rort Derick received a cease and desist order in July 2019. A key reason why the CDC shut the lab was that it failed to follow local procedures, which required the workers to be trained in the biocontainment laboratories. Another reason is the lack of periodic recertification training for the workers.
Protocols to Minimize the Risk of Safety and Security Breaches in Laboratories
Personal Protective Equipment (PPE) needs to be applied in the laboratories to protect healthcare workers from contaminating some highly infectious infections because of their exposure to different contaminated body fluids. The best way that laboratories can offer security to the staff, and the equipment is through implementing the use of surveillance (Nilsson, 2016). The security protocol would help minimize any crime possibilities within the laboratories while providing a clear picture of the offender.
