Enforcement of policies is critical in ensuring the protection of different elements of life. However, articulation of any regulation or adoption of any sanction depends on the availability or detailed and accurate cost-effective information that would ensure the government’s sanctions or laws establish a benefit to its people (Christopher). Government or federal interventions and programs must aim at maximizing the value of the money invested in such project, and aid in improving the health not only of the people but also the available resources (Urbina). As Palau continues the face challenges with illegal poaching, an activity that result in loss of million, it requires a rampant intervention strategy (Urbina). Nonetheless, the availability of the information on the value, worthiness and ability of the Automatic Identification System (AIS) to solve the underlying problem would substantially affect the enforcement process (Urbina).
Illegal fishing conducted by pirates endangers the fish population (Christopher). Countries lose billions of dollars annually due to the illicit seafood supply chain as pirates fish in protected areas or invade overfished populations. However, the development of the Automatic Identification System (AIS) prompted the identification of 150,000 ships (Urbina). AIS enables the authority to track vessels, apprehend pirates, and stop illegal fishing. Though AIS offers a strategic solution, lack of information on its effectiveness and value prevents its immediate adoption or enforcement by the federal government (Christopher). Legislators frequently evaluate the cost-effectiveness of an intervention strategy or instrument before sanctioning a program like the Automatic Identification System (AIS) (Christopher). Little or no information or assurance that the AIS can provide “value for money” lowers the enforcement probability (Christopher). For instance, enforcing satellite surveillance or initiating a high-resolution photograph from space to identify and curb pirate fishing remains extremely expensive, costing up to $3,500 per photo (Christopher). Therefore, with little information on how an intervention program such as Automatic Identification System (AIS) would account for federal funding and improve the current threat, the government would often find the second-best cost-effective alternative (Christopher).
Conclusively, the Automatic Identification System (AIS) aims to eliminate the current threat of illegal fishing that pirates conduct since the problem costs countries billions of dollars annually. However, implementation of intervention programs must often adhere to the cost-effective principles, which forces advocates of specific programs to establish massive information on the benefits to secure enforcement. Although the Automatic Identification System (AIS) seek to end pirate fishing, its lack of information and consideration of other sea problem inhibits its enforcement.
