The Congress, Executive Branch, and the defense industry in the Defense Acquisition are charged with a critical role. Just like in any organization, the Executive Branch plays the responsibility of coming up with laws and enforcing their implementation together with other important directive and regulations. It is also mandatory for the Executive Branch which is assumed to be the backbone of the department of defense to define programs of defense. It also has to examine the budgets allocated for the specific programs, and also initiate the appropriate agreements with the industry f defense in a bid to offer support to the programs. It is also the responsibility of the Executive Branch to launch negotiations with Congress since Congress takes control of the responsibilities of overseeing the operations of the programs (Brown, 2010).
Roles and Responsibilities of Congress
Congress is charged with the critical responsibility of advancing acquisition reforms. It is associated with actively pursuing reforms. It is also involved in legislating changes that are achieved through the annual National Defense Authorization Acts and stand-alone legislation. Congress is also involved in regulating through constant checks and balances that are aimed at offering protection in the interests of the public. It is also the work of Congress to ensure that there is a balance between what is asked by the Executive Branch and what is done by the defense industry contractors. Lastly, it is the work of Congress to give a permit to the execution of the defense programs and the spending appropriations in the course of them being passed through the legislative process.
Roles and Responsibilities of the Defense Industry
On the other hand, the defense industry is concerned with providing the government and other military capabilities such as naval, land, and aerospace in Defense Acquisition with current and future defense and military requirements. The defense industry companies work closely with the Defense Acquisition since they are major strategic partners of the military operations in the country (Brown, 2010). The defense industry is also equipped with the high technology that is necessary for the making of large defense contracts to be executed and managed due to the complexity and the challenges experienced in Defense Acquisition. The private sector defense industries are charged with the crucial responsibility of supporting the military system of the United States. The defense industry engages in the outsourcing and performance of complicated mergers. It also takes part in the acquisitions of domestic and foreign companies that have contributed to the challenges facing the Department of Defense. The above is to ensure that the prime contractors adhere to the regulations of supply and security concerns during a national emergency and peacetime.
Defense Acquisition
Defense acquisition refers to the designing, the evaluation of tests, productivity, and operations and the support that is advanced by the defense systems of the United States. The above incorporates the weapons and the associated items like the military cargo trucks, and the military information technology systems. The defense acquisition authority is derived from the Department of Defense in a bid to develop, produce, and field weapons and information technology for the military system of the country (Brown, 2010). For the organizations, the Executive directives and laws flow from the President of the United States and the federal government executives' agencies. The above are entitled to ensure order and regulations to enforce and facilitate the carrying out of the constitutional duties of the executive branch.
