The event had discussions on policy positions for every member nations regarding terrorism. The first policy position was the revision of the Schengen agreement. The agreement had to have restrictions on Schengen immigration. The other policy was the enforcement of the passenger return record (PNR). Having PNR will help in the tracing of terror suspects. Another policy position was the fight against funding of terrorist as well as curbing arms trafficking. Preventing terrorism funding and arms trafficking will reduce the efforts of terrorists ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). Other policy positions include enforcement of border controls, supporting international arrest warrants, and fighting against radicalization.
Representatives of EU Justice and Home Affairs differ in their manner of proposing for stated and private policy positions. First, Etienne Schneider suggested for PNO and the fight against firearms trafficking. Schneider also highlighted on the tools of information exchange like a shared database across member states with data related to terrorism ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). Secondly, Felix Braz talked on the policy of having financial intelligence to help in fighting against funding of terrorism. Braz also spoke of initiatives of preventing radicalization as well as support from politicians.
Bernard Cazeneuve, on the other hand, illustrated on the establishment of common measures of preventing terrorism across EU member states, implementation of international arrest warrants, and the enforcement of an external border control system. Lastly, Christiane Taubira focused on judicial cooperation and the establishment of a joint investigation team ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). Tuabira also spoke of the involvement of other countries outside Europe in getting information on terrorism.
EU has some specific proposals for counterterrorism, law enforcement, and security actions. The counterterrorism plans are the fight against funding of terrorism and the prevention of radicalization. Enforcement of law, on the other hand, is by the revision of Schengen agreement and judicial collaboration among Member States ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). Lastly, there are security action like the establishment of European board guards and intensified external border control.
EU is also planning for actions against arms trafficking or international organizations. First, the move against criminal organizations is preventing radicalization as well as funding of terrorism ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). The action against firearm trafficking, on the other hand, is through enforcing strict regulations on the acquisition of weapons.
EU also has particular plans for sharing information or intelligence between the Member States. One of such actions is the development of a common database where nations States can share information like the details of terror suspects ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). The other action towards sharing of information or intelligence between Member countries is the initiation of international arrest warrants.
The event showed some biographic data on the personnel of EU Justice and Home Affairs. First, Etienne Schneider is the Luxembourg Deputy Prime Minister. From the presentation ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018), it came out clear that Schneider is well-versed with matters of security and terrorism prevention. Schneider also has a capability of expressing himself well in French. Felix Braz is the Justice Minister of Luxembourg, and he represented himself as an expert in matters of national security and terror attack prevention. Braz is also capable of communicating himself fluently in French.
Additionally, Bernard Cezeneuve is the French Interior Minister, and he is well-equipped with information on identification of terrorist actions. Cezenueve also is able to speak in French fluently. The last one is Christianne Taubira who is the French Justice Minister ("EU justice ministers comment on priorities countering terrorist threat in Europe," 2018). Taubira showed her experience and encounter in the management of a terror attack. Taubira is also in a position to express herself fluently in French.
