On July 17th, 2003, and 21st December 2011, an operation Athena was performed. Operation Athena was a contribution of Canada towards supporting peace and combating forces to the international security assistance force in Afghanistan. Every Canadian armed forces individual who was deployed on operational Athena formed a joint task force in Afghanistan. The joint task force Afghanistan performed a six-month typical tour. In this tour, the armed forces personnel were assigned to headquarters units and advisory. The task of serving the tour ranged from 7 to 12 months. The mission transition task force employed rotation 11 to be responsible for closing every Canadian activity at Kandahar airfield (Https://www.canada.ca/en/department-national-defence/services/operations/military-operations/recently-completed/operation-athena.html, n.d.).
Summary
Operation Athena comprised two phases. In the first phase, the ultimate purpose was to administer a peace support mission in Kabul. In this place, ISAF was a concern. ISAF made sure that where security was, the nascent Afghan government created its constitution when they held their first election.
Conversely, the second phase was marked with a move towards can have a province to become the longest-running combat mission conducted by Canadian armed forces. On 7th July 2011, Canada's combat mission in Kandahar province handed over Canada's area of responsibility to the United States Army task force. The event happened at the end of rotation time conducted by the joint task force Afghanistan. The task force had a mission they had set to achieve.
Analysis
History support that ISAF was created under the United Nations Security Council resolution 1386 of 20th December 2001. The ultimate purpose of ISAF was to maintain security in Kabul and its surrounding area. Thus, the workers of the Afghan interim authority and the U.N. could function in a secure environment. The first country to have served as a nation is Britain. In this context, Britain served as a nation from December 2001 to June 2002. The ISAF mission was extended by resolution 1413 of 23rd May 2002. That extension made the Netherlands and Germany take over from Preacher to lead the land. Further expansion was exhibited on 27th November 2002.
The last extension of the mandate was experienced on 20th December 2003, which was resolution 1444. Zahir Shah was the former king of Afghanistan who returned from exile in 2002 to convene the Loya jirga. In essence, Loya Jirga was the grand tribal council of Afghanistan. From Operation Athena, the objective was to help the Afghan government to govern in a more secure environment. On 7th July 2003, operation Athena began by installing brigadier general Peter Devlin of Canada. ISAF's ultimate goal in 2004 to make sure there is safe conduct of Afghanistan's first democratic election. In that regard, 80% of eligible voters went to vote on Election Day even though there was a global threat and isolated violent outbreaks. The election ended on 9th December 2004, when Hamid Karzai was declared the inaugurated president of the Islamic Republic of Afghanistan.
ISAF started to support the operation beyond Kabul in 2005. ISAF supported the growth and development of common institutions within Afghanistan. ISAF's major focus was on the national security forces. For that reason, ISAF worked in tandem with the governmental and non-governmental organizations within Afghanistan to re-establish its chartered society.
An Afghanistan combat was signed on the first of February 2006. The contract was to last for five years. The compact aimed to monitor and assess the relationship between coalition forces and the government of the Islamic Republic of Afghanistan. The United States and ISAF operating forces who were under the operation endured freedom. The signed Afghanistan compact captured a wide-ranging program of activity that was agreed upon. The activity was grounded on three interdependent and critical areas name economic development, security, and the rule of law, governance, and human rights.
Afghanistan combat identified critically is a cross-cutting area of work. This area included the elimination of the narcotics industry. In Afghanistan, narcotic industries are viewed as a formidable threat to the citizens. The thread intensified beyond the people extending to surrounding Nations. For that reason, a timeline nurse and benchmarks were set to form Annex I and Annex II. In essence, annex II ways to handle the issue of effectiveness to help in the effort exerted in Afghanistan. Annex III was grounded on monitoring and coordination.
Phase II of Operation Athena was created to align the Canadian contribution to ISAF. In the beginning, the Canadian armed forces were allowed to conduct an oversea operation despite the large one of the entire government effort. The new military task force was called the joint task force of Afghanistan delivered a mission impact in areas of security for the residents of Kandahar province. In articulating their mission, the new military task force needed assistance from correctional officers, law enforcement members, development workers, diplomatic, and other civilians. Based on these concepts, ISAF organizes its assets and personnel in a professional tax whose is whose duty was to ensure the development of national security forces in Afghanistan. Besides, they were tasked to maintain and secure a safe environment to provide capacity-building work and continuous development.
The Canadian all of government mission in August 2005 captured Kandahar province from the United States army task force who are under operation enduring freedom. Based on this, a second operation Athena was established. Until November 2011, the Canadian medical individual was serving at the Role 3 hospital under his tree commandment of the United States (Http://www.journal.forces.gc.ca/vol15/no4/page4-eng.asp, n.d.). The task force Kandahar had the following capabilities, namely an engineer regiment, a liaison team an operational mentor, among others.
